ACA Open Enrollment for 2027 Coverage: What Gulf Coast Families Need to Do Before December 15

Every fall I have the same conversation two dozen times: somebody in Gulf Shores or Foley calls in mid-January, frustrated that their premium jumped, and asks what we can do about it. The honest answer is usually "not much until next November" — because the window to change a Marketplace plan closed while they weren't paying attention.

So let's get ahead of it this year. Here's exactly what Open Enrollment looks like for 2027 coverage, what changes on the Alabama and Florida Marketplaces, and what to have ready before you sit down with an agent.

    The dates that actually matter

    • November 1 — Open Enrollment opens. Plans, premiums, and networks for the new year become visible.
    • December 15 — Last day to enroll or change plans for coverage that starts January 1. This is the deadline most people should treat as the real one.
    • January 15 — Final day of Open Enrollment. Enroll between December 16 and January 15 and your coverage starts February 1, leaving you a bare month.

If you're on a plan today and do nothing, you'll usually be auto-reenrolled into that plan or its closest replacement. Auto-reenrollment is not a plan review. It's the single most common reason people overpay.

Why "do nothing" costs Gulf Coast households money

Three things move every year, and they move independently:

    1. The benchmark plan changes. Your subsidy is calculated off the second-lowest-cost Silver plan in your rating area. Baldwin County and Escambia County both see carriers enter, exit, and reprice each year. If the benchmark plan gets cheaper, your subsidy shrinks — even if your income and your plan didn't change. Your net premium goes up while nothing about your life did.

    2. Your income projection is stale. Marketplace subsidies are based on the household income you estimate for the coming year. Seasonal and tourism-driven income is the norm here — charter captains, restaurant and hospitality managers, contractors, realtors, short-term rental owners. If 2026 was a strong season and you left last year's number in the application, you may be walking into a reconciliation bill at tax time. If it was a weak season, you may be leaving hundreds of dollars a month of subsidy on the table.

    3. Networks change. This is the one that hurts most on the coast. A plan that included your cardiologist in Mobile or your specialist across the bay in Pensacola may not next year. Networks in coastal Alabama are narrower than in most metros — losing one hospital system can mean an hour-plus drive to an in-network facility.

What to check before you pick a plan

    Your doctors, by name

Don't trust a plan's marketing summary. Check each provider — primary care, any specialist you see more than once a year, your preferred hospital (South Baldwin Regional, Thomas Hospital, USA Health in Mobile, Baptist or Ascension Sacred Heart in Pensacola) — against the specific plan's directory for the new plan year. Directories reset in January.

    Your prescriptions, by tier

Formularies get reshuffled every year. A drug that was Tier 2 with a $40 copay can move to Tier 4 coinsurance. Bring the actual bottle names and dosages. This one check has saved clients of mine four figures a year.

The whole cost, not just the premium

The cheapest premium is almost never the cheapest plan. Add the deductible, the out-of-pocket maximum, specialist copays, and — if you're eligible — cost-sharing reductions. Cost-sharing reductions only attach to Silver plans. If your household is under roughly 250% of the federal poverty level and you buy a Bronze plan to save $30 a month, you may be giving up a deductible reduction worth thousands.

    Whether you'll travel

Snowbirds and families who spend part of the year out of state need to look hard at out-of-network and emergency coverage. Many coastal plans are HMOs with essentially no out-of-area benefit beyond true emergencies.

Special situations we see a lot on the Gulf Coast

Self-employed and 1099. Contractors, captains, stylists, and realtors make up a large share of my book. Your subsidy is based on your net self-employment income after deductible business expenses — not gross receipts. Getting that estimate right is the whole ballgame.

Turning 65 during the year. If you'll hit 65 in 2027, your Marketplace plan and Medicare have to be coordinated so you don't end up double-covered or, worse, uncovered. Start that conversation early — Medicare's rules are unforgiving about late enrollment.

Losing job coverage. If you leave an employer plan mid-year, that's a qualifying life event and you get a Special Enrollment Period — typically 60 days. You don't have to wait for November. But the clock is real, and it starts on the loss date, not when you notice.

COBRA offers. Getting a COBRA notice does not lock you out of the Marketplace. In many cases a subsidized Marketplace plan is dramatically cheaper than COBRA for the same family. Compare both before you sign anything.

    What to have ready

Bring these and an enrollment appointment takes about half an hour:

    • Estimated household income for 2027 (all sources, all household members on your tax return)
    • Social Security numbers and dates of birth for everyone being covered
    • Current plan ID card, if you have one
    • List of doctors and facilities you want kept in network
    • List of prescriptions with dosages
    • Any employer-coverage offer letters, including the employee-only cost

Why use a local agent instead of just clicking through

There's no additional cost to you — agent compensation is built into the plan whether you use one or not. What you get is somebody who knows which carriers actually pay claims cleanly in Baldwin and Escambia counties, which networks include the hospital you'd actually go to, and who picks up the phone in March when a claim gets denied. A website won't call the carrier for you.

I'm in Gulf Shores. I work with families in Orange Beach, Foley, Fairhope, Daphne, Elberta, Perdido Key, Pensacola, and Gulf Breeze, and I represent 50+ carriers, so I'm not steering you toward one company's product.

Do this now, not in November

    1. Pull your current plan's premium, deductible, and out-of-pocket max.
    2. Write down your realistic 2027 income estimate.
    3. List your doctors and prescriptions.
    4. Put December 15 in your calendar.
    5. Call me and we'll run the comparison the week plans go live.

    Frequently asked questions

When does Open Enrollment start for 2027 coverage? November 1. It runs through January 15, but you must enroll by December 15 for coverage effective January 1.

What happens if I miss the deadline? You generally can't buy a Marketplace plan until the next Open Enrollment unless you have a qualifying life event — losing coverage, marriage, birth or adoption, or a permanent move.

Will my subsidy change if my income didn't? It can. Subsidies are tied to the benchmark Silver plan in your area, which reprices every year. That's why a plan review matters even when nothing in your life changed.

Does it cost more to use an agent? No. Premiums are set by the carrier and filed with the state. Using a licensed local agent costs you nothing extra.

I'm self-employed with irregular income. What do I report? Your best good-faith estimate of net self-employment income for the coming year. If it changes significantly mid-year, report the change so your subsidy adjusts and you avoid a surprise at tax time.
