Medicare Annual Enrollment (Oct 15 – Dec 7): A Gulf Coast Checklist for Reviewing Your Plan

Between October 15 and December 7, every person on Medicare gets one clean shot to change plans for the coming year. Miss it and you're generally locked in until the following fall.

The mail starts in late September and it's overwhelming — glossy flyers, TV ads with celebrities, and one plain envelope from your current carrier that actually matters. Here's how to sort it out.

What you can change during AEP

Between October 15 and December 7, you can:

    • Switch from Original Medicare to a Medicare Advantage plan
    • Switch from a Medicare Advantage plan back to Original Medicare
    • Change from one Medicare Advantage plan to another
    • Join, drop, or change a Part D prescription drug plan

Whatever you choose takes effect January 1.

What AEP does not do: it does not give you a guaranteed right to buy a Medicare Supplement (Medigap) plan. Outside your one-time Medigap Open Enrollment window and a handful of guaranteed-issue situations, Alabama and Florida carriers can medically underwrite a Supplement application. That distinction catches people every year, and it's the single biggest reason to talk to somebody before you drop a Supplement you may not be able to get back.

Step 1: Find the ANOC letter

Your carrier is required to send an Annual Notice of Change each fall. It's the boring one. It lists, side by side, what changes January 1: premium, deductible, copays, maximum out-of-pocket, drug tiers, and extra benefits.

Read the ANOC before you read a single advertisement. Most of my clients' decisions are made right there.

Step 2: Re-check your drug list every single year

Part D formularies change annually — that's not carriers being sneaky, it's how the program works. Things that move:

    • A drug shifts to a higher tier
    • A drug leaves the formulary entirely
    • Prior authorization or step therapy gets added
    • Your preferred pharmacy loses preferred status

Run your actual medication list — names and dosages — against next year's formulary for each plan you're considering. On the coast, pharmacy network status matters too: a plan may have Walgreens in Gulf Shores as preferred but the independent pharmacy you like as standard, which is a real dollar difference over twelve months.

Step 3: Confirm your doctors and hospitals for next year

Medicare Advantage networks in Baldwin and Escambia counties shift more than people expect. Confirm, for the new plan year:

    • Your primary care physician
    • Every specialist you see regularly — cardiology, oncology, orthopedics
    • The hospital you'd actually want to be taken to: South Baldwin Regional in Foley, Thomas Hospital in Fairhope, USA Health or Mobile Infirmary across the bay, Baptist or Ascension Sacred Heart in Pensacola

If you cross the state line for care — and a lot of folks in Orange Beach and Perdido Key do — verify the plan treats Florida providers as in-network. Some Alabama-issued Advantage plans do not.

Step 4: Think honestly about travel

This is the Gulf Coast question. If you spend summers with family up north, or you're a snowbird here for the winter and elsewhere the rest of the year, a local HMO Advantage plan can be a poor fit — routine care out of the service area may not be covered at all.

    Options that travel better:

    • Original Medicare plus a Medigap plan, which works with any provider that accepts Medicare nationwide
    • A PPO Advantage plan with a real out-of-network benefit
    • Advantage plans that include a visitor/traveler benefit — read the fine print on the day limits

Step 5: Price the whole year, not the premium

A $0-premium Advantage plan is not a free plan. Add up:

    • Monthly premium (plus your Part B premium, which you keep paying)
    • Primary and specialist copays × how often you actually go
    • Hospital inpatient per-day copays
    • Drug costs across all twelve months, including the phases of Part D
    • The plan's maximum out-of-pocket — the number that matters if you have a bad year

Then run the same math on Original Medicare + Medigap + a standalone Part D plan. For someone with chronic conditions or frequent specialist visits, the higher-premium route is often cheaper overall and far more predictable.

Step 6: Look at the extras honestly

Dental, vision, hearing, OTC allowances, gym memberships, and transportation benefits are real, but they're marketed harder than they perform. A "$3,000 dental benefit" often means a limited allowance with a network of participating dentists — and if no dentist near Foley or Gulf Shores participates, the number is decoration. Ask which local providers accept it before you weigh it.

The mistakes I see every December

    1. Switching for the TV benefit and discovering in February that your cardiologist is out of network.
    2. Dropping a Medigap plan to try Advantage, then failing underwriting when trying to go back.
    3. Ignoring the ANOC and getting surprised by a new $45 specialist copay.
    4. Skipping Part D because you take no medications today. The late enrollment penalty is permanent and compounds for as long as you have Part D.
    5. Waiting until December 5. Carrier hold times in the first week of December are brutal, and mistakes made in a rush live with you all year.

A local second opinion costs nothing

I'm an independent agent in Gulf Shores representing 50+ carriers, so I have no reason to push one company. I'll pull the ANOC apart with you, run your drugs, check your doctors, and tell you plainly if the plan you already have is the best one for you — which is the honest answer more often than the ads suggest.

I work with beneficiaries in Gulf Shores, Orange Beach, Foley, Fairhope, Daphne, Elberta, Perdido Key, Pensacola, and Gulf Breeze.

    Frequently asked questions

When is the Medicare Annual Enrollment Period? October 15 through December 7 each year. Changes take effect January 1.

Can I buy a Medicare Supplement during AEP? You can apply, but outside guaranteed-issue situations carriers in Alabama and Florida may use medical underwriting and can decline you. Don't drop a Supplement until a replacement is approved.

What if I miss December 7? Medicare Advantage enrollees get a second window, January 1 to March 31, to switch to another Advantage plan or return to Original Medicare with a Part D plan. Standalone Part D changes generally require a Special Enrollment Period.

Do I have to switch plans every year? No. Many people should stay put. The point of AEP is to verify that staying is still the right call.

Does using an agent cost extra? No. Medicare plan pricing is set and filed federally. A licensed agent costs you nothing additional.
